This month's Android security patch level includes a high amount of vulnerabilities that are fixed. You can read more about it in the
June 2019 security update blog post.
The report checks whether the patch security level date is above the 5th of the current month. If so, your device is up-to-date. If the current date is not yet the 5th or higher, a security patch level date higher than the 5th of last month is considered to be up-to-date.
