I found the KB article on performing actions using dispatching rules, but it only seems to apply to tickets created via email. We don't really plan on using that feature, instead trying to encourage our users to create tickets using the portal. Can we still use dispatch rules for tickets created that way? Is there another settings page for those types of tickets?

Not at the moment. We specifically added the information to make sure that people would be aware of how it currently functions. However, it's been requested in the past to add this functionality to tickets created in the web console.
