opening a new tab with the fqdn error

I have an application that lets me remotely connect to the client machines through a web interface that I want to have as an option in the actions menu. When you hit "RemotelyAnywhere" it launches a new tab/Window headed to https://computername.domain.com:2000.

It was working for a long time, and then it started pumping out an error message "Error: 80020009". Sometimes the new tab launches and some times it doesn't.

I have enclosed screen shots of the error message and the configuration in Custom Actions.

Any ideas on what the issue could be or a different way to accomplish my goal?
