Deployment: Enable/Disable Individual Steps

When setting up a new deployment sometimes it's kind of trial and error. It would be nice if there was a way to enable or disable an individual step within a package for testing purposes.Thank you.

Is there a way to "wait" between two steps? For example, when step 3 is complete wait 10 seconds then run step 4.
